Struck in 1997 on the occasion of the 50th anniversary of the United States aid program that helped rebuild Europe after the devastation of World War II. George C. Marshall was the U.S. Army Chief of Staff during World War II and the principal military adviser to President Rooseveltt. As Secretary of State, he was the force behind the creation of the Marshall Plan, for which he was given the Nobel Peace Prize in 1953.
